Understanding the Interim Federal Health Program: A Pathway to Healthcare for Refugees and Protected Persons

by | Jan 9, 2024 | Patient Resources

In a world where healthcare is a fundamental need, the Interim Federal Health Program (IFHP) stands out as a critical support system for individuals and families seeking refuge in Canada.

This blog aims to shed light on the IFHP, its eligibility criteria, and how it facilitates access to essential healthcare benefits, including hearing health services, for specific groups until they become eligible for provincial or territorial health insurance.

What Is the Interim Federal Health Program (IFHP)?

The IFHP is a temporary health insurance program offered by the Canadian government. It provides limited, temporary coverage of healthcare benefits to specific groups, such as:

  • Protected people, including resettled refugees
  • Refugee claimants
  • Certain other eligible groups

This program does not directly provide services. Instead, it covers the cost of services from registered healthcare providers, including doctors, dentists, hospitals, and pharmacies. Medavie Blue Cross, the company managing IFHP claims, ensures that the costs for these services are covered for eligible individuals.

Eligibility and Essential Documents for IFHP

Proving eligibility for the IFHP involves presenting specific documents, which include:

Acknowledgement of Claim and Notice to Return for Interview Letter: This is issued after making a refugee claim and being scheduled for an interview.

Refugee Protection Claimant Document: Received post-interview, this document is given if your refugee claim is referred to the Immigration and Refugee Board of Canada (IRB), or if your claim isn’t eligible for the IRB but you are eligible for a pre-removal risk assessment.

Interim Federal Health Certificate: This is provided if you’re a resettled refugee about to live in Canada or a member of another eligible beneficiary group.

These documents are typically issued by an officer from Immigration, Refugees and Citizenship Canada or the Canada Border Services Agency.
