Ontario Moves Toward Over-the-Counter Hearing Aids: What to Know Before You Buy
Nov 2, 2026
Ontario is moving forward with proposed changes to allow Health Canada-approved over-the-counter (OTC) hearing aids for adults with mild to moderate hearing loss.
This could give some people another way to access hearing support without a prescription. Before choosing a device, though, it is worth answering an important question: Is an OTC hearing aid likely to meet your needs?
Understand Your Hearing Before You Spend
Hearing difficulties can be frustrating, and the convenience of buying a device directly may be appealing. But choosing a hearing aid starts with understanding your hearing.
A professional hearing assessment can help identify the type and degree of your hearing loss and guide your next steps. It also gives you an opportunity to discuss where you struggle most, whether that is following conversations, hearing the television clearly or understanding people in background noise.
Your assessment results, communication needs and confidence with setting up and adjusting a device all deserve consideration. Understanding these factors can help you avoid buying something that does not suit your needs.
What Has Ontario Announced?
On October 20, 2026, Ontario announced that it is advancing legislative and regulatory changes to enable the sale and use of OTC hearing aids for adults with mild to moderate hearing loss. The required changes must be completed before the new rules take effect.
The proposed changes would allow manufacturers to activate approved hearing aid features in certain compatible earbuds and in-ear headphones. Availability would depend on the changes taking effect and manufacturers enabling those features.
Will Prescription Hearing Aids and Funding Still Be Available?
Yes. Ontario says its existing prescription hearing care model will continue.
Eligible residents will still have access to Assistive Devices Program (ADP) funding for prescribed hearing aids. This funding will not apply to non-prescribed OTC hearing aids.
Where Does Professional Hearing Care Fit?
More choice can be helpful, but understanding which options suit your hearing and daily life remains important.
A hearing assessment can help guide that decision. Professional hearing care can also include fitting, adjustments, counselling and ongoing support as your needs change.
An assessment cannot guarantee how well a particular OTC product will work for you, but it can help you make a more informed choice.
